Paper Abstract:

The electricity market liberalization in Europe has come to mean the opening of a monopolistic market to competitive
provision of facilities and services, whether the former monopoly operator is a state enterprise or a private enterprise.
Even if the market liberalization process has taken already several years, many countries have undertaken this
transformation, when the industry is still learning how to undergo these changes successfully. Despite several
experiences, there are no prescribed methods or models. Properly organized project organization with rightly established
team is one of the most important enabler of implementing new software. The current article proposes organizational
structure for software implementation project and analyzes some aspects of human factor which should be considered.
Current article is basing on Eesti Energia software implementation project VHT, which has been launched to implement
Asset Management software for its transmission and distribution companies in order to adapt electricity market
liberalization requirements. |
